The Secretariat of the Pan-African Parliament




In the performance of its functions, Parliament is assisted by the Secretariat.

The secretariat is composed of:

  1. The Clerk
  2. Two Deputy Clerks
  3. Other support staff and functionaries, in accordance with article 12 (6) of the protocol.

Functions of the the Clerk:

As head of the Secretariat, the Clerk

  1. organises the elections of the President and Vice-Presidents;
  2. takes minutes of all the proceedings of Parliament and the Permanent Committees;
  3. authenticates the votes and proceedings of each sitting by signature;
  4. is responsible to Parliament for accounting issues;
  5. supervises the staff of the Secretariat; and
  6. manages the day to day administrative affairs of Parliament.

Ms. Helen Bawange DINGANI

Born in Zimbabwe, in 1957

Academic Qualifications
- Masters in Business Administration (under study, at project)
- Masters in Policy Studies - Southern African Regional Institute for Policy Studies (1999) [Conferred by Universities of Zimbabwe and Fort Hare]
- B.Sc (Sociology) - University of Zimbabwe (1980)
- Diploma in Public Relations - Christian College of Southern Africa (1992)

Career and Positions
- Deputy Clerk – Legislative Business; the Pan African Parliament (2009 to present)
- Deputy Clerk of Parliament; Parliament of Zimbabwe (1997-2009)
- Joined Parliament of Zimbabwe in June 1982 and rose through the ranks:
• Assistant Clerk of Parliament
• Under Secretary
• Assistant Secretary
• Senior Committee Secretary
• Committee Secretary
- PA to the Speaker – Parliament of Zimbabwe (1996 to 2000)
- Librarian in the Attorney General’s Office (1981-1982)

Awards and Achievements
- Have lectured at the Zimbabwe Institute of Public Administration on:
• The Role of Parliament in the Policy Making Process
• The Gender Dimension in the Policy Making Process in Parliament
- Member of the Country Team on monitoring the implementation of the UN Millennium Development Goals on Gender
- Consultant in the Selection and Appointment of AU Commissioners (2007/8)
- Member of the Association of Secretary Generals of Parliaments

Mr. Morad BOULARAF

Born on the 24th January 1955 in Algiers

• Baccalauréat (Matric) of Arts, 1974
• Bachelor’s degree of Translation, Algiers University, 1978; languages: Arabic, English, Spanish
• Bachelor’s degree of Law and Administrative Sciences, Algiers University, 1988
• Post-graduate course in International Law and International Relations, Algiers University, 1990 (two semesters)

Career and Positions

June 2006 up to date: Deputy Clerk in charge of Administration, Finance & International Relations at the Pan-African Parliament.

February 2009 up to May 2010: Acting Clerk of the Pan-African Parliament

March 2005 to May 2006: Legal Counselor of the Speaker of the Algerian National People’s Assembly (NPA).

March 2004 to February 2005: Director General of Legislative Affairs at the NPA.

December 2000 to February 2004: Head of the Legislative Affairs Department at the NPA.

November 1997 to November 2000: Director of Studies in charge of the Parliamentary Secretariat at the NPA.

July 1997 to October 1997: Director of Human Resources, Finance and Administration at the NPA.

May 1995 to June 1997: Director of Studies in charge of the Parliamentary Secretariat at the National Council of Transition.

July 1994 to April 1995: Director of Studies in charge of the Private Secretariat of the Speaker of the National Council of Transition.

June 1992 to June 1994: Director in charge of Technical and Legislative Assistance at the National Consultative Council.

February 1991 to May 1992: Director in charge of the Follow-up of the Implementation of the Government Programme.

March 1984 to January 1991: Legislative Assistant with the Economic Committee of the NPA.

December 1980 to February 1984: Translator at the NPA
